When VERITAS is run then OracleOraHome92ManagementServer stops running. I am unable to Start the
ManagementServer from "Services". The only way for me to start it again is through rebooting the server.
The "Services" tool I am unable to Start or Stop the OracleOraHome92ManagementServer.
My question is how am I able to Start and Stop the OracleOraHome92ManagementServer?

try 
Oemctl start

from command.
in case of any errors look into oms.log or oms.nohup and post the exact error messasges.
