When a transaction is begin , before completing this transaction there is a power failure , How can i control this transaction ?

You can't control this transaction. It is automatically rolled back.

If we are using languages like PHP or JAVA or PB , then is there any chance for controling this failure

How do you want to control a power failure? Add batteries.
